Further inspection revealed that the rear facing plug in the rocker arm shaft had shifted, cutting off the oil supply to a good portion of the top end.

Let oil bleed out the line until no bubbles are present then tighten the fitting. Be careful as the steering wheel may jump after the bubbles are gone. Recheck the steering.
