I believe theres also a quarried stone mine at windstad manor, not sure if its there for all of the hearth fire homes. Thats more people than a few towns in skyrim. Not to meantion a grand total of 20 animals between pets mounts and farm animals. You could run a whole capital city with that many residents. Bonus tip: if you're looking to make money and not worry about looks of the farm the most lucrative crop is blisterwort.
