Jake brake not working on high.

I have a cat 13 motor with Jake brake problems. Jake brake does not work in level 1. It does however work in mode 2 and 3. I get the fault 121-06 low/hi retarder. I replaced solenoids, checked power, checked toggle switch. I am lost.
